Priority-Based Budgeting: Putting Your Priorities First

Every municipality wants to deliver great services, support its community, and make thoughtful decisions about the future. But with limited resources and growing demands, how do we make sure our budgets are actually supporting what matters most?

That’s where priority-based budgeting comes in.

Rather than starting with last year’s budget and making small adjustments, priority-based budgeting starts with a more important question: What are our priorities, and how can we make sure our resources are aligned with them?

For municipalities, this means looking beyond simply maintaining the status quo. It means taking a closer look at the services we provide, the needs of our residents, and the goals Council has identified for the community.

This approach creates an opportunity for Council and administration to have meaningful conversations about where resources are being invested and whether those investments are achieving the outcomes we want.

It’s not necessarily about spending less. It’s about making informed decisions, understanding the value of our services, and ensuring that public dollars are being used in a way that reflects community priorities.

Of course, this takes collaboration. Council, administration, staff, and residents all have an important role to play in understanding what matters most and how those priorities can be supported.

Ultimately, priority-based budgeting helps municipalities move from “this is how we’ve always done it” to “this is what our community needs most.”

By connecting budgets to strategic priorities, municipalities can make more intentional decisions, strengthen accountability, and build a stronger foundation for the future.
